Problem: Whether, when the Supreme Court kept in Graham v. Florida that “[t] he Constitution restricts the imposition of a life without parole sentence on a juvenile wrongdoer who did not dedicate murder,” states can bypass that guideline by sentencing a juvenile wrongdoer who did not dedicate murder to a term-of-years sentence under which he will pass away in jail, since he will not be qualified for parole up until he is 112 years of ages.
